THE WEST BENGAL BEEDI WORKERS' WELFARE SCHEME:

West Bengal is having a large number of Beedi establishments employing a large number of Beedi workers who are considered to be one of the most vulnerable sections of workers amongst the informal sector workers. Most of the Beedi workers work from their houses and more than 70% of them are women workers.

With a view to ameliorating the living conditions of the Beedi workers in the State, the Govt. of West Bengal has introduced a new scheme, viz. the West Bengal Beedi Workers’ Welfare Scheme under Labour Department’s Resolution No. 658-LW/2B-02/07 dated 23.08.07.

A) The scheme includes:

a) ELECTRIFICATION - A uniform grant @ Rs. 2,500/- per worker to provide for electrification of the houses of Beedi Workers.
Eligibility :
i) A Beedi worker, whether an employee of an establishment or factory or home  worker engaged in the Beedi industry for not less than one year.
ii) The monthly income of the family of a Beedi worker should not exceed Rs. 6,500/-.
iii) The Beedi worker should have a house in his/her name or in the name of his/her family member. In case, the house is not owned by the Beedi worker, the owner must give no objection for the electrification in his/her house.
iv) The electric supply line must be available in the vicinity of the house proposed for electrification.

MODE OF SANCTION OF FUND:
On receipt of the applications in the prescribed Form No. 1 along with duly filled in applications for connection, the concerned Asstt. Labour Commissioner will forward the same to the local office of WBSEDCL/CESC Ltd. for feasibility of connection. On receipt of the required clearance from WBSEDCL/CESC Ltd., the concerned ALC will send the applications alongwith recommendations to the concerned Deputy Labour Commissioner for administrative approval of the proposal and release of grant. After approval, a uniform grant of Rs. 2,500/- per applicant would be released by the Labour
Commissioner, West Bengal to the concerned Regional Labour offices and the sanctioned grant along with filled in application for connection will be sent to the WBSEDCL/ CESC Ltd., as the case may be.

b) HOUSING SUBSIDY
A uniform subsidy @ Rs. 10,000/- per Beedi worker for construction of houses (in addition to the central grant) - A Beedi worker who has already been granted Rs.40,000/- by the Ministry of Labour & Employment, Govt. of India under Revised  Integrated Housing Schemes(RIHS) - 2005/07 is considered eligible for the State subsidy of Rs. 10,000/- as well. The said amount of Rs. 10,000/- will be released in two equal instalments through the concerned Regional Labour Offices under the Labour Directorate,West Bengal.

c) INFRASTRUCTURE DEVELOPMENT - Grant @ Rs. 10,000/- per Beedi worker to provide for infrastructural facilities like approach road, water supply, sanitation, planting of trees and other amenities in a registered co-operative housing society - (i) The registered Co-operative Housing Society of Beedi workers shall apply to the concerned A.L.C. enclosing all documents such as, sketch and specification of the building plan, copy of the registration certificate/order of allotment of land, list of members, I.Card, detailed proposal of infrastructure development etc. (ii) On the basis of the recommendation of the concerned A.L.C, the fund of Rs. 10,000/- per tenement will be released in instalments by the Labour Commissioner, West Bengal to the respective co-operative housing society or the agency engaged in the job of construction of group / cluster housing.

 

B. PROGRESS OF THE SCHEME UPTO 31.03.2009

I) Electrification: More than 56,000 nos. of applications have been received by different Regional Labour Offices under the Labour Directorate for electrification of houses of Beedi workers upto March, 2009. More than 51,000 applications have been forwarded to the different Group Electric supply offices under WBSEDCL for feasibility of connection. So far 19,911 no. of applications have been cleared by the WBSEDCL. An amount of Rs. 4,15,82,222/- (Rupees four crore fifteen lakh eighty-two thousand two hundred twenty-two) only has been released for providing electricity to 16644 no. of houses of Beedi workers upto 31.03.2009.

II) Housing Subsidy: Under the Revised Integrated Housing Scheme - 2005/ 07, the Ministry of Labour & Employment, Government of India has approved so far 18695 nos. of applications out of which one Group Housing Scheme involving 180 Beedi workers under Jangipur Sub-Division in the district of  Murshidabad has been approved. The Government of India has also released the second installment for construction of 124 houses in the district of Coochbehar during the financial year 2008-09.

The Government of West Bengal in the Labour Department has released an amount of 799.10 lakh for construction of 15982 houses of Beedi workers .

The above remaining amount Rs.4,41,40,274/- may be utilized if more new cases of 2nd installment of housing subsidy and new cases of electrification are received
during the period from 1.2.2010 to 31.03.2010.
To achieve the above,

    i) All DLCs and ALCs have been directed to send reports of physical verification of houses under construction to the Welfare Commissioner through the concerned District Magistrates for release of 2nd installment of housing subsidy
    ii) The WBSEDCL authority may be requested to send feasibility report in more numbers

    e) Organizing Camps – All DLCs have been directed to organize camps for issue of Identity Cards for Beedi Workers as per guidelines issued by the Secretary, Labour Department vide his Memo No. 1176/LW/2B-08/03 (Pt. II) dated 01.12.2009 and submit a progress report for compilation at this end, vide Labor Commissioner’s Memo no. 204(24) – C dated 01.12.2009.

    A District Level High Power Committee was constituted under Labour Department’s Resolution No.238-IR dated 14.03.2007(Flag-1) for each district excepting the districts of Darjeeling and Kolkata to oversee and monitor the activities towards implementation of various welfare schemes for the workers in the unorganized sector and also to look after various other aspects relating to labour e.g. implementation of various Labour Laws, Labour Welfare etc. The Committee consisted of the following members:-
    1) Savadhipati of the District - Chairman
    2) District Magistrate - Vice Chairman
    3-7) 5 representatives of trade unions as may be notified by the State Government - Members
    8-12) 5 representatives from the employers' side as may be notified by the State Government - Members
    13) District Social Welfare officer - Member
    14) Deputy Director Employment. - Member
    15) Deputy Labour Commissioner/Asstt. Labour Commissioner - Member Secretary

    It may please be noted that, as reported, the aforesaid Committee could not meet for the purpose mentioned above since its constitution because of the non-availability of the representatives of trade unions as well as of employers’side. The non-availability of such representatives is due to non-notification by the State Government of 5 representatives of trade unions and also of 5 representatives from the employers’ side as mentioned in the above notification. As a result, no monitoring of the activities towards implementation of social security schemes and also of various labour laws in the districts is possible by the aforesaid Committee and no views are also being submitted by the aforesaid Committee to the Labour Department,

    In view of the above, the Labour Department may be moved for arranging to issue notifications in the matter of 5 representatives of Trade unions and 5 representatives from the Employers’ side.
